David Parsons has been Leader of Leicestershire County Council since May 2003 and is also the Chairman of the East Midlands Regional Assembly. He has been a County Councillor since May 1991 and between May 2001 and September 2003 he was Leader of Blaby District Council. He led the successful Leicestershire Trade Mission to China in November 2003 and has been instrumental in harnessing Leicestershire's special friendship with the Sichuan Province in China in order to strengthen the business links between the region and China.

The Leicester Shire Economic Partnership (LSEP) is a sub-regional strategic partnership for Leicester and Leicestershire. The aim of the Partnership is to create a framework for the improvement of the economic prosperity of Leicester and Leicestershire. LSEP has a budget of 28 million over the next three years (2004-07). The funds are used to support a series of programmes set out in the Economic Regeneration Strategy published in 2003.

Kishor is the Chief Executive of Leicester Shire Economic Partnership. Kishor has a wealth of experience in regeneration and economic development. He has worked in the Private and Public sectors and has overseen major regeneration programmes. He worked for City Challenge, latterly as their Chief Executive. He returned to Leicester City Council to head the regeneration function and was the Service Director of Regeneration. In his portfolio, he was responsible for both physical and social regeneration of the City. He also had the responsibility to oversee Council's international and European work.

Andy is the Programme Manager for the LSEP's investment in Land and Buildings. His responsibilities also include managing the LSEP support for attracting inward investment to Leicester and Leicestershire and developing international trading links. He has also worked at Leicestershire County Council in various economic development and regeneration roles. He was responsible for co-ordinating the County Council's friendship links with Sichuan, in particular developing these links to promote trading opportunities between Leicestershire and China. He has co-ordinated a number of Trade Missions to China as well as organising programmes for visiting trade and civic delegations to the County.

Mandip Rai has over eight years experience of working in the public sector within the economic development field. In his current role he is responsible for co-ordinating and managing Leicestershire County Council's activities aimed at improving the local economy. This includes managing the Council's working arrangements with its external partners to deliver effective economic development and regeneration projects and he is also responsible for supporting the Council's economic links with China.

Set up in March in Leicester, the Trade Bureau is jointly supported by Leicestershire County Council, the Leicester Shire Economic Partnership (LSEP), Business Link Leicestershire and UK Trade and Investment (UKTI).Its objective is to assist small and medium sized companies (SMEs) in developing all aspects of trade with China, with focus on the Sichuan Province. It works together with partners including UKTI, China Britain Business Council (CBBC) and government departments and organisations in China. In addition, the Sichuan-based Trade Bureau has been set up in Chengdu to provide extra support in Sichuan/China.

Min was appointed to run the Trade Bureau in March 2004, and was instrumental in getting it launched and established. She served in the Foreign Affairs Office of Sichuan Provincial People's Government for over 5 years, acting as the interpreter, protocol officer and project officer co-ordinating Sichuan's twinning links with Leicestershire County Council. In 2002 she came to the UK in pursuit of MA of Mass Communications at the University of Leicester.

The Trade Group acts as a buying group with a warehouse and distribution service to its members.
