Key Developments:
On 18 Sept., the chief mediator of the Inter-Sudanese peace talks, Dr. Salim Ahmed Salim, arrived in Abuja. He opened the workshops, which are expected to continue over a period of six days. During the first day, an interactive session dealt with power-sharing issues and was followed by a lively discussion in a convivial atmosphere.

On 15 Sept., the Lord Resistance Army (LRA) issued a press statement denying involvement of its troops in the recent attacks along the Juba-Yei road. The statement said that it was technically and logistically impossible for the LRA to undertake such an attack.
Security Issues:
South Sudan
On 17 Sept., at Owindu on the border to Ugana between Tsertenya and Madi Opei, a vehicle carrying school children travelling from Ikotos to Kitgum was ambushed by a group suspected to be LRA. 14 people were killed, mostly women and children, and the whereabouts of the rest is unknown. Because of the increase in LRA activities in the area, road Ikotos - Tsertenya - Madi Opedi has been declared Red No Go area until further notice.
Following the increased insecurity in the area around Yei and Nirmule due to attacks by armed groups suspected to be LRA UNDSS has declared the following routes and surrounding areas as (UN Phase III) UNOLS Security Level 4 (Red-Insecure-No Movement): Yei-Juba, Yei-Maridi, Yei-Aba, Morobo-Kaja Keji, Kajo Keji-Moyo, Nimule-Juba, Loa-Parajok-Labone, Ikotos-Kitgum, Nimule-Adjumani. Furthermore, the following locations have been raised to (UN Phase III) UNOLS Level 3 (Orange - Transitional - Major Restrictions to Movement): Yei, Kajo Keji, Nimule, Parajok, Labone.
North Darfur
Reports indicate that on 18 Sept. armed tribesmen attacked SLM/A troops in Jebel Hin. So far, casualty figures are unknown. As a result of the attack, a large group of civilians (mostly women and children) have left the area, probably heading towards Gallap IDP camp (25 km south-west of El Fasher) via the Zam Zam-Gallap road.
Information received indicates that on 17 Sept, the driver of a national NGO operating in IDP Camps and his vehicle have been abducted while heading towards Abu Shuk IDP camp in the outskirts of El Fasher. The identity of the abductors is unknown. Reportedly, the driver and vehicle have been taken to Abu Digais, a village located in the Korma area and known to be an SLA controlled area.
West Darfur
On 17 Sept., two UNHCR vehicles travelling on their way back from Zalingei to Geneina, took a wrong road and inadvertently approached Geneina via the Habila Kanari. At Habila Kanari, an area that witnessed frequent attacks, the vehicles were fired at by two to three armed men. The drivers managed to escape safely and no one was injured.
South Darfur
On 15 Sept., a meeting was convened between the GoS, IDP Sheikh's and AU CIMIC to discuss the deteriorating security situation around Mershing. It was agreed that GoS and AU will have a joint patrol around all nine IDP camps starting from 16 Sept. The GoS will conduct patrols at night and establish check points around the IDP camps. GoS Military HQ agreed to send additional forces during the night in order to guarantee the safety of the IDPs. In addition, AU Civpol will establish in the near future a permanent office at Mershing. The Manawashi-Mershing road was declared a No-Go area by UNDSS on 11 Sept.
Political:
On 18 Sept., the head of the GoS negotiation team to the Inter-Sudanese peace talks in Abuja, Dr. Majzoub Al Khalifa, briefed the First Vice President (FVP), Salva Kiir, on the progress of the discussions.
FVP Kiir discussed on 18 Sept. with the SPLM/A leadership in Khartoum the formation of the executive and legislative structures in South Sudan. SPLM/A leader Pagan Amoum informed the press that the meeting endorsed the decisions for the establishment of the South Sudan Legislative Assembly and appointments of the governors of the southern states.
On 18 Sept., during his speech in St. Matthews Cathedral in Khartoum, FVP Kiir said that the Government of National Unity (GNU) was not yet formed and that disagreement continued over the Ministry of Energy. He said that this Ministry was very important for the South and that he was not willing to relinquish it. Nonetheless, he added that there would be no war because of the struggle over a ministerial portfolio. He further added that negotiations continued and that people needed to be patient.
Civil Affairs:
Khartoum
As part of the national civil society organizations' campaign against the recently issued Organization of Voluntary Work Act 2005, a representative group of Sudanese organizations met with SRSG Pronk on 16 Sept. in Khartoum. The organizations briefed the SRSG on the Act and presented him with a memorandum of protest, addressed to the UN Secretary-General Kofi Annan, against the arbitrary and non-democratic regulations enshrined in the Act,
South Sudan
UNMIS organized a workshop in Rumbek from 14-16 Sept. to introduce the mission to the community. The workshop was hosted by a national NGO, BYDA, and was the fourth in a series of such workshops funded by USAID/OTI. The workshop managed to reach the grassroots of the society with more than half of the participants speaking only Dinka and focused on development requirements for the area. Participants raised the issue of corruption within the humanitarian community and expressed grave concerns over growing security problems and societal divisions in Juba. Finally, the participants suggested that UNMIS staff receive additional cultural orientation in the field so that staff members are aware of local traditions. They offered chiefs, SRRC and local agencies to assist with this training.
North Darfur
On 15 Sept., UNMIS El Fasher met with AMIS Civpol in El Fasher to exchange information and views on reconciliation processes in North Darfur. In the meeting, which was facilitated by UNMIS Civpol, it was agreed to regularly coordinate and exchange information on reconciliation initiatives and planned reconciliation activities.
Human Rights:
On 15 Sept., UNMIS spoke to individuals from Ryad IDP camp in El Geneina who witnessed three armed GoS soldiers abduct a 25 year-old women from her house on 14 Sept. The victim, who was eventually released by the perpetrators, alleged to a UN agency that the soldiers took her outside the confines of the camp and raped her. Just prior to this incident, UNMIS was informed that the same soldiers attempted to abduct a young girl. The girl was apparently released unharmed after her mother paid a bribe to the soldiers. The acting head of West Darfur State Police told UNMIS that the perpetrators do appear to have been GoS soldiers. He stated that the 25 year-old- woman should have reported to the state hospital in El Geneina instead of going to the clinic where she received treatment. He also informed UNMIS that the police are opening an investigation regardless of her wishes. This would be contrary to government policy and commitments pertaining to the rights of victims of sexual violence.
UNMIS Police:
South Sudan
On 18 Sept., a follow-up workshop for the UN Police (FHQ and Sector I) was held at the JMCO conference room in Juba. The objective of the workshop was to address issues of team building, monitoring/ patrolling and training priorities.
On 18 Sept., UN Police met the head of the fire brigade, Lt.Col.Pascal Ladu, in Wau. There are 138 fire fighters in the unit. Most of them are at the age of retirement. The fire brigade is concerned about its ability to provide public safety as the fire brigade has no equipment to perform its functions.
In Malakal, the criminal investigation course which lasted for one week was successfully concluded on 16 Sept. and 20 GoS senior police investigators were awarded with certificates. The graduates were encouraged to impart their acquired knowledge to other police officers.
Huamnitarian:
South Sudan
The Office of the Resident Humanitarian Coordinator in Rumbek is in the process of moving to Juba. On 18 Sept., additional assets of the office are flown to Juba. Within a few days the Office of the DRHC will be operational. This move is important as it leads the way for the humanitarian community in Rumbek to move to Juba. The move will increase the presence of the humanitarian community there and significantly improve the coordination of humanitarian affairs.
During the monthly coordination meeting, chaired by SRRC in Juba, it was decided to continue using movement permits (passes), pending the passing of the NGO act by the legislature. After the passing of this act, registration certificates will also be issued. In the meantime, clearance for NGOs wanting to work in SRRC areas will continue to be issued by the SRRC liaison office in Nairobi.
A four-day OCHA Mission to Bunagok in Aweil County was completed by the Lakes Area Coordinator's Office on 16 Sept. The goal of the mission was to clarify reports of recent food looting in the area. The mission found that these reports were incorrect and that they were based on food lootings that happened about six months ago. These earlier lootings had caused WFP to halt food deliveries to the area. The community and local leaders admitted to the earlier food looting and the false reports on recent food looting and promised to not spread false reports anymore.
West Darfur
INGOs and UN agencies received a letter from HAC cancelling the current 3-month travel permits for staff in West Darfur. New travel permits on a daily or mission basis are now to be obtained from HAC. HAC says this is one of the measures to ensure the safety of movement along the roads for humanitarian agencies.
Returns:
South Sudan
The return movement organized by the Voluntary Return Committee (VRC) into areas of Adem Gogi in South Darfur was interrupted following insecurity in the area. This village is situated 11 km east of Nyala and comprises 40 to 50 households. The people fled the area last Nov. and moved to Dereige and other areas in Nyala town. With the support of the VRC, some IDPs returned back to the village in late Aug. The VRC assisted them with plastic sheeting and food. Following insecurity in the area last week, the returnees evacuated the village and returned to Dereige camp.
In Bentiu, reportedly four buses of returnees have arrived from Khartoum. The UN agencies present in Bentiu held an SRT meeting on 18 Sept. to deal with the influx of returnees and to start the registration process, which is currently ongoing. MSF-F has initiated a measles vaccination campaign among returnee children in Bentiu and Rubkona following several cases of measles among the returnee children.
Transitional Areas
There is a steady influx of returnees in Abyei. Since 26 Aug., an estimated 2,000 people have arrived by organized buses. Although most are staying in Abyei it is likely that when the southbound roads will be passable and transport is made available some returnees will continue on southward.
Protection:
An INGO reported that 850 households moved to Abu Saroug IDP camp (south-west of Seleia) following fighting in the areas of Shabat Ardo, Melmelli, Pabok, Pojol Mon and Morda.
UNMIS Military:
Sector I (Juba)
On 16 Sept., there was a discussion on the formation of Area Joint Military Commission (AJMC) between the Sector Commander (SC) and the representatives from SAF and SPLM/A. The first AJMC meeting is likely to be scheduled for 20 Sept.
Sector III (Malakal)
The Sector Commander is expected to arrive in Malakal from El Obeid on 19 Sept. along with Sector HQ staff. The Indian TCC troops at El Obeid are ready for deployment to Malakal and Bentiu.
On 17 Sept., an UNMO team conducted its first patrol involving two SPLM/A officers as national monitors.
Sector VI (Abyei)
Seven MI-8 helicopters transporting the Zambian contingent arrived on 16 Sept. in addition to the 11 vehicles which arrived on the same day, bringing the total current strength to 193 officers and other ranks. Three Indian signallers are also currently deployed to Abyei. The Sector Commader (SC), Col. Lawrence Miyandi, arrived on 17 Sept.
